The purpose of the study is to understand the drug pricing methods used in the international market, which covers at least 10 countries. It also aims to understand lessons learned and best practices from different countries (or regions) in terms of drug availability and affordability.

NPPA in control

According to the Request for Proposal (RFP) document labeled “Bid Announcement” News18.com, The National Pharmaceuticals Pricing Authority (NPPA), a drug pricing watchdog, wants to ask reputable companies and research institutes to investigate. NPPA is a DoP arm.

The title of the document is “To study drug pricing policies in different countries / regions and lessons learned from these countries / regions regarding access to affordable medicines”.

The deadline for submitting the proposal is February 21st, and finalists will be required to present it on March 1st.

According to the document, the government plans to study regulatory policies or frameworks for drug prices in at least 10 countries (or regions) to identify best practices or lessons learned. Apart from studying other policy aspects that affect drug availability and affordability in these countries, it is also possible to study the operational implementation of drug price policies in different countries. “The minimum 10 countries / regions covered are Sri Lanka, Bangladesh, China, EU, United Kingdom, Australia, United States, Brazil, South Africa and Thailand,” the document said.

This research is primarily based on secondary sources of data and other information available in the public domain. We also conduct interviews or focused group discussions (FGDs) with foreign delegations, related trade and industry groups, drug exporters, and foreign manufacturers to elicit feedback and opinions.

According to the 18-page RFP document, the final report after the company’s selection must be submitted within 4 months. “In addition to this, quarterly progress shall be submitted by the applicant until the final submission of the report,” he says.
